Nick Anderson, the Houston Chronicle's Pulitzer Prize-winning editorial cartoonist, wanted to illustrate the effects of healthcare cuts on the kids who need it most. In 2007, before the economic downturn, The Texas State Legislature worked to CHIP enrollment. We wanted to show that behind those numbers (about $500 per child) there were real kids who would lose their medical benefits. We couldn't find any real kids, so we drew some instead.
